Election of a Chair Person
Dear Colleagues As promised at the last members meeting, here is the original advice we got from the solicitors regarding election of a Chair: (Luke our usual contact was away at a conference I believe). Directors words are in italics, the legal advice is in plain font. It is worth remembering that we are of course still using the old Constitution, and that the word "member" means different things in different sections, ie a member of the Council is a director, but a member of the Association can be a licence holder. 3. The appointment of a Chair is dealt with at Articles 35 – 40 of the Constitution. Members of the Council (i.e., members of the Board of Directors) are elected by the Members of the Association at a General Meeting (Article 35). Article 6 provides that the Association shall hold a General Meeting in “every calendar year” – the Annual General Meeting (AGM). Therefore, taking Articles 35 – 40 and Article 6 together, a Chair can only be appointed at an Annual General Meeting - answer from Rhys Gittiins, colleague of Luke. Following the reference to Section 28 of the Constitution at the last meeting we tried to contact Luke our company law specialist and have this response: I'm going to be away from now until the 11th November (mixture of work and then a holiday). I’d be happy to answer any questions you might have when I get back; or you can contact Rhys Gittins in my absence. We have found Rhys to be very efficient, however over the last 3 years Luke has gone the extra mile for us in terms of advice, and usually will not charge for a conversation, Rhys would deal with a query officially which would probably cost us money. we are loathe to spend if it is unnecessary. Can we therefore suggest that we wait until after 11th of November when we can talk to Luke? on behalf of the Board

Rule Book Review 2024
A panel made up of some of the BHRC directors and track officials will be undertaking a review of the rulebook over the winter based on the feedback we received over the course of the 2024 season from stewards, licence holders and promoters. We welcome any additional feedback from members for suggested rule changes by email to bhrc.office@yahoo.co.uk. All feedback/suggestions to be received by 5pm Monday 4th November.

Almeley 29th September Cancellation
Unfortunately due to bad weather conditions and circumstances out of our control we are having to cancel our final meeting of the year at Almeley. We are extremely gutted and have worked so hard for a successful year it’s a shame it’s had to end on a bit of a negative note. We want to thank everyone who’s supported us this season. Hopefully it will be even bigger and better next year. Regarding the finals the committee will get together and discuss what will happen and contact owners/trainers in due course. Hopefully we will see you all at our annual Awards ball on the 30th of November

Stewarding Update
An inquiry was held into the conduct of Mr William Laidler Jnr at Tregaron raceway on 31st August 2024. Mr William Laidler has admitted to conducting himself in a way that was not appropriate and to using inappropriate and offensive language over a prolonged period. In accordance with the Rules and Regulations of the BHRC Mr William Laidler Jnr was fined £350 and given a six week suspension of ALL licences to commence from midnight on 27th September 2024. Mr Laidler to agree to a Good Behaviour Bond with immediate effect and which will remain in place until the end of the 2025 season. Mr Laidler has a right to appeal this decision as found in Section U of the BHRC Rules and Regulations.
